Working with TowerStrides

The following contract vehicles offer TowerStrides the flexibility to respond to our Federal customer needs quickly and efficiently.

a. SBA WOSB

The WOSB Federal Contract Program was implemented in February 2011 with the goal of expanding opportunities for WOSBs to win Federal contracts by providing a level playing field for WOSBs to compete. It is also intended to assist Federal agencies to meet the contracting goals for WOSBs. The Program allows WOSBs to compete for set-aside contracts or receive sole source awards in industries where women-owned small businesses are substantially underrepresented.  SBA is responsible for implementing and administering the Program.

Basic Facts:

The WOSB Program relies upon a self-certification process. Firms may self-certify as a WOSB  by providing all the required documents to Certify.SBA.gov and updating its status as a WOSB on SAM.gov.

In order to qualify, a firm must be at least 51% directly and unconditionally owned and controlled by one or more women who are U.S. citizens.

Set-asides and sole source awards are permitted under the WOSB Program.

There are no caps on the dollar amounts for set-aside contracts under the WOSB Program.

Contracting officers, not SBA, are responsible for verifying that offerors have provided all the required documents to Certify.SBA.gov in WOSB or EDWOSB procurements. FAR 19.1503(c).

b. GSA STARS2 (GWAC)

The STARS 2 GWAC is an 8(a) set-aside multiple award indefinite delivery, indefinite quantity (IDIQ) contract vehicle.

c. GSA Multiple Award Schedule 70 (MAS)

The GSA IT 70 Schedule is used for general purpose commercial Information Technology equipment, software, and services.

e. eFAST

eFAST is the Federal Aviation Administration (FAA)’s preferred contracting vehicle for small business contracts. Using a web-based acquisition tool and automated workflows, eFAST streamlines the procurement process and supports the following contract types:

  • Firm-Fixed Price
  • Cost Reimbursable
  • Time and Materials
  • Labor Hour
  • Other contract types as appropriate
